Résumé The recent discovery of a non-zero mixing angle ?13 by reactor neutrino disappearance experiments has initiated the precision era of lepton flavor physics. Therefore it is timely to identify strategies to determine the remaining parameters of the three active neutrinos, such as the neutrino mass hierarchy and the leptonic Dirac CP phase. Furthermore, weak but ubiquitous hints for sterile neutrinos need to be assessed. In the astrophysics domain, the IceCube discovery of neutrino events at the highest neutrino energies yet measured (~PeV) may have initiated neutrino astronomy as a new discipline for research. The pointing nature of neutrinos, and their negligible absorption, should allow them to reveal the sources of the highest energetic cosmic rays. Furthermore, the flavor distribution of these neutrinos may possibly implicate the dynamical properties of these cosmic accelerators. This Neutrino Program aims to review the current status of neutrino physics at this decisive moment for experimental neutrino physics, and to identify the prospects and challenges for the future. The potential of emerging technologies will be studied.

Résumé Two major advances in neutrino physics have occurred recently, one at the oscillation front, the other at the astrophysical front: the mixing angle ?13 has been found to not be too small, and IceCube has ushered in the era of neutrino astronomy via the detection of cosmic neutrinos. The implications of these developments for the future of neutrino physics and neutrino astronomy are profound. With five of the oscillation parameters now measured, only the Dirac CP phase and the nature of the mass hierarchy remain unknown. Measurements of these will help determine the structure of the neutrino mass matrix. The IceCube observation of cosmic neutrinos immediately raises the question of their origin, and may answer the age-old question of the origin of ultra high-energy cosmic rays.

Within this context, the theme of this conference is to evaluate the scientific merit of different options for a world-wide experimental neutrino program in the near future.

Résumé The Mexican School of Particles and Fields (MSPF) is a biennial conference organized since 1982 by the Division of Particles and Fields of the Mexican Physical Society. It is designed to complement the education of advanced graduate students and young postdocs working in High Energy Physics from Mexico and abroad. This is the XVI edition of the MSPF This year, aiming to establish connections between the Asian and American high energy physics communities we will have a joint school, BCVSPIN-MSPF. The school will take place in the city of Manzanillo, located in the state of Colima on the pacific coast of México, from the 8th to the 12th of December. The school mainly consists of several courses devoted to advanced topics in elementary particle physics and cosmology from a modern perspective, to be delivered by well-known specialists in different areas of high energy physics. The school will also include theoretical and experimental review seminars on the latest developments in the field. There will be a poster session aimed to allow the participants to show their research results, and to enhance the interaction of students and speakers.

Résumé The Quark Matter series of conferences has the objective of reuniting world specialists of experimental and theoretical physics in the discipline of heavy ion physics.
