This programme enables students to obtain a post-graduate university degree, a Master's or LL.M degree. The aim of the Civil Society Leadership Award programme is to improve the situation of the humanities and social sciences in teaching and research in the above countries and to develop a network of German scientists and scientists from these countries, which can lead to further international contacts.
Who can apply? Excellently-qualified graduates and students who have completed a first degree (Bachelor, Diplom or comparable academic degree) at the latest by the time they commence their scholarship-supported study programme.
What is supported? Funding is provided for the completion of one of the following Master's or Magister degree programmes at a state or state-recognised university in Germany:
- Universität Kassel – Global Political Economy,
- Universität Osnabrück – Politikwissenschaft: Demokratisches Regieren und Zivilgesellschaft,
- Universität Freiburg - Environmental Governance,
- Universität Trier – Economics,
- Universität Konstanz - Master’s Programme in Economics,
- Universität des Saarlandes - Europäisches und Internationales Recht
- Katholische Universität Eichstätt-Ingolstadt – Master Internationale Beziehungen
Duration of funding The duration of funding depends on the standard period of study of the Master's or Magister degree course, however it is for a maximum of 24 months.
Value
- Scholarship payments of 750 euros a month
- Payments towards health, accident and personal liability insurance cover
- Travel allowance, unless these expenses are covered by the home country or another source of funding
- One-off study allowance
- Where necessary and required, payment for a language course (2 or 4 months)
Under certain circumstances, scholarship holders may receive the following additional benefits:
- Contribution towards tuition fees that may be charged by the university (max. 500 euros per semester)
- Monthly rent subsidy
To enable scholarship holders to learn German in preparation for their stay in the country, the following services are offered:
- Payment of course fees for the online language course "Deutsch-Uni Online (DUO)" (www.deutsch-uni.com) for six months after receipt of the Scholarship Award Letter
- Where necessary, language course (2 or 4 months) before the start of the study visit; the DAAD decides whether to fund participation and for how long depending on German language skills and project. Participation in a language course is compulsory
- Allowance for a personally chosen German language course during the scholarship period
- Reimbursement of the fees for the TestDaF test which has either been taken in the home country after receipt of the Scholarship Award Letter or in Germany before the end of the funding period
- Reimbursement of the fee for English certification, e.g. TOEFL, IELTS or GRE tests, insofar as this is provably required by the relevant study programme.
Selection Applications are reviewed by an independent selection committee consisting of specialist scientists who interview applicants personally in the capital city of their home country whenever possible.
The most important selection criteria are:
- academic achievements
- convincing academic and personal reasons for the planned study project in Germany
More detailed information This programme does not include family allowances for spouses or children.
All participants in this programme attend an annual mid-year conference organised jointly by the DAAD and FOSI as part of their training in Germany.
Scholars of the Master or LL.M. study programmes are supervised by a tutor.
What requirements have to be fulfilled? As a rule, applicants should have taken their final examinations no longer than six years before the time of application.
Applicants who have been resident in Germany for longer than 15 months at the time of application cannot be considered.
A Scholarship Award Letter from the DAAD is only valid if you have been admitted to study at the desired host university.
If the degree programme includes a study period or work placement abroad lasting several months, funding for this period abroad is usually only possible under the following conditions:
- The study visit is essential for achievement of the scholarship objective.
- The study period is no longer than a quarter of the scholarship period. Longer periods cannot be funded, even partially.
- The study period does not take place in the home country or at a diplomatic mission in the home country.
Language skills To study in Germany, a good knowledge of German and/or English is usually an essential precondition. A language test is taken as part of the application procedure. The language test takes place in each country for all applicants (where necessary at different locations). To find out relevant dates and locations, contact the DAAD IC offices.
When you apply for your chosen study programme, you are usually required to prove that you have an adequate knowledge of the language of tuition. You can find out exactly what language skills are required in the university's study and admissions regulations.

- Full curriculum vitae in tabular form (max. 3 pages)
- Statement about academic and personal reasons for the planned study project in Germany (letter of motivation; 1 - 3 pages)
- Form "Profile of the desired Degree Programme" - Please select up to three study programmes according to preference.
- University degree certificate indicating final grade(s): the certificate must be subsequently submitted before the scholarship-supported study programme begins if studies have not been completed at the time of application.
- Other documents you think might be of relevance to your application (e.g. certificates of employment, proof of placements)
- Copy of school-leaving certificate which entitles holders to study at a university in the home country (with all individual grades)
- Proof of language skills (German and/or English)
- German or English translations of documents submitted in the national language
- One recent reference from a university teacher which provides information about your qualifications; please enclose one copy of the reference in a sealed envelope with each copy of your application (form “Reports on scholarship applications submitted by foreign students, graduates, doctoral students and postdocs”, www.daad.de/en/form)
- A health certificate; this is only required, if you are selected for a scholarship. Therefore, please submit this document not before requested to do so by the DAAD Head Office.
